If you fell into deep water while wearing a pair of wellies, would they drag you down or would they fall off and sink? The most likely answer is that they would drag you down and that is why canoeists are discouraged from wearing wellington boots.
On the upside, if you could manage to take your wellies off your feet and tipped all the water out, you could then use them as floats under each arm. This could be achieved by positioning the boots so that the soles point towards the sky, thus trapping the air in the boots, making them makeshift floats.
